IS THIS ONE REGISTERED OR NOT?

Dear Sir, Madam,

Can you please clarify if S, based at Melton Mowbray Adult Social Care team is a practicing Social Worker, or working in the capacity as Manager of the Office? which does not require registration with the HCPC.
I CHECKED OUT ON THE HCPC REGISTER AND SHE IS DEFINITELY NOT REGISTERED.
I spoke to S about the matter,she stated that she was not a Social Worker but was working as Manager and that she had a great deal of experience..
My Husband A had B has his key Social Worker for a while, and S was her line manager.
Could you please clarify what role S is working as,? 
Because all Social Workers have a mandatory obligation to be registered with the HCPC, to be able to practice.
At the time Sheila did confirm to me verbally that she was not a Social Worker.
COULD YOU PLEASE CLARIFY THE SITUATION

can you please clarify the situation related to the link below.
Is it not protocol that all practicing Social Workers have a mandatory obligation to be registered with the HCPC?
With regards to former, if this So called professional is not registered with his or hers Governing body HOW CAN THEY BE MADE ACCOUNTABLE FOR MALPRACTICE.
Please can you clarify this issue as soon as possible, so that i ca\ notify my co workers at Parents Against Injustice as well as PAIN Service users.
