Further to Mel’s e-mail of last week, here’s the version of the interim guidance that should be issued to your event participants. We suggest the following wording for your
invitations:

“Dear Colleague

Thank you for interest in attending the child poverty event on ...(Tuesday 23rd February at PERA innovation Centre in Melton Mowbray) at which we aim informally to consult on draft
guidance relating to Part 2 of the Child Poverty Bill.

Please find attached an initial draft of the guidance which has been produced by the Child Poverty Unit (CPU). This draft is not being published at this stage and is very much a “working draft”, on
which we are seeking your and colleagues’ view around the country over the next
few weeks. The CPU hopes that having an early sight of the draft guidance will
help colleagues better to understand and prepare for the new duties shown in the
Bill, but is keen also at this stage for you to have an opportunity to shape the
draft guidance prior to its publication as interim guidance towards the end of
March.

The attached draft, on which we are seeking your views at the event on … (23rd February) , is based on an earlier phase of informal consultation at a range of child poverty events and meetings with
stakeholders towards the end of 2009. The purpose of the event is
therefore to take in a wider range of views on what those affected by the Bill
want and expect the guidance to say. It will be really helpful, therefore, if
you are able to consider the draft in advance of the event and come prepared to
share your views with colleagues. The event will provide opportunities for group
discussions and to provide feedback and comment both specifically and generally.
There will also be opportunities after the event to provide more detailed
comments direct to the CPU, and after the interim guidance has been issued there
will be a formal consultation prior to guidance being issued on a statutory
basis.
