it means that very few complaints will get to STAGE 3 in the future, and complaints will be answered by their own LA.

THIS MEANS THAT THE LOCAL GOVERNMENT OMBUDSMAN WILL OVERLOADED WITH REGARDS TO THEIR SERVICE..
