If a parent refuses a visit from a health and safety inspector, they
will be presumed to be guilty of hiding something,and will possibly
have a child protection investigation made against them, once more
clogging up the system,instigating proceedings that are unnecessary ,
leaving other vulnerable children to fall through the net.
Surely this is the job of the health visitor, that used to visit all families with children under 5 on a regular basis.
