This lot takes the BISCUIT, A FAILING COUNCIL CHILDREN'S SERVICES , CONSIDERING SETTING UP A CHILDREN'S SERVICES COMPANY.

If this was not very serious i would laugh. a definite failure before it ever starts, all in the name of FAILING THE CHILDREN.

They are teaming up with Leeds Kirklees Council, to implement this.
