The family fostering clause should be used already, before a child is ever taken into care.

The kincare clause highlighted in the Public Law Guidelines have been in use for many months, but Social Services would rather place children with foster carers, costing millions of the taxpayers money,than placing a child with an immediate family member like Grandparents.
