This will definitely pertain to Children that come into the UK on their own via the Ukraine area because of the Russian hostilities in the Ukraine.

Some of these will be placed in the care of the Local Authority if they have no relatives that could care for them in the UK.

And this will be applicable if the children are placed with a relative after coming on their own from the Ukraine and that placement could possibly breakdown.
