Where the Care System is in dire straits up and down the UK, Local Authority's are very happy to waste money on this kind of thing a Robot, 

While many Local Authority are starved of cash, in some cases relating to failings where Children are being found dead because Social Services have failed to monitor the Child at regular intervals, and also resulting in Serious Case reviews , more money wasted at the tax payers. expense this kind of  thing is jokable ,but very serious because money is not being prioritized and put into essential services.
