The Context:
Since the publication of the Care Matters White Paper in 2007 and the Children and Young Persons Act 2008 provision for looked after children
has been a top priority for central government and local authorities.
The Care Matters: Ministerial Stocktake, issued at the end of 2009,
details the progress made in recent years and identifies the priorities
for further improvement.

The Issues:
Throughout the day delegates will have the chance to engage with the panel, investigating key issues such as:

  • The role of the corporate parent & the role of the Children’s Trust
  • Listening to looked after children
  • Intervening with families to reduce the number of children coming into care
  • Improving placement practice
  • Developing the local market for care placements
  • Improving educational attainment for children in care – narrowing the gap
  • The role of the SHA and PCT in improving the health of children in care
  • Improving the commissioning of health services, especially for children placed out of authority
  • Planning the transition to adulthood – assessing the support needed and delivering it
  • Joint working between housing and children’s services

The Event:
This Westminster Briefing conference will look in detail at the current policy context for looked after children and the national and local
initiatives introduced to improve provision for looked after children.

Who Should Attend?
Delegates will be drawn from all sectors of the children & youth services community, local authorities &
councils, schools, Sure Start partners, education authorities, social
workers, foster carers, PCT representatives and other health care
professionals, central government departments & bodies, youth
offending teams and police officers, Connexions, academia and the
voluntary & community sectors.
