CHILD TAKEN INTO CARE IN DERBYSHIRE

Why will Local Authority's not use the kincare clause, outlined under the Public Law Guidelines, by placing the Child with an immediate Family member, such as Grandparents.this would of prevented trauma to the child.?
If the Parents had not signed a section 20 Order,to put the Boy into voluntary care, Social Services would of instigated an Emergency Protection Order.
Parents do not know that they have the right to try,and get an Emergency Order discharged within 72 hours, which Social Services hide,and don't tell the Parents about this option.
Another question is if one Child is thought to be at risk, why leave the other Children with the Parents..
